I'm seeing a lot of misinformation in this thread. So let me clear everything up:
Flipnote Studio 3D has three sections to it: The Animation Section. This is offline and free. The Friends Section. This allowed you to share animations directly with people on your 3DS friend list via Spotpass. This is online and free. The World Gallery. This is the service that everyone used on the original Flipnote Studio. It allowed you to share animations with people all around the world, comment on said animations, etc. This is online and a paid service.
The Friends Section was the only thing that was shutdown. The World Gallery is still up and fully functional. And as of now, Flipnote Studio 3D has only been released in Japan. They most likely haven't released it overseas due to the closure of the Friends Section, a feature they previously announced would be part of the package. Once they figure out how to handle the shutdown situation, they'll most likely release it North America and Europe.

I'm pretty sure we already figured that out eventually, but glad to see you're on top of it. Also, welcome! (Also the World Gallery is not exactly the same service as Flipnote Hatena, it's just similar)
